The Linden Lab Community Team, as indicated in this blog post, has put together a plan to deliver more local Governance control to the grid. Down the line, we'd like to deliver the chance for residents in Second Life to choose their own experience, and rolling out these types of projects is the first step in making that happen.
There have been some questions in regards to the level of participation such a tool will offer to the grid. As time goes on and the program is developed, we will discover more of what is needed in order to introduce more control to those who use Second Life, however no one will be forced to manage their own abuse. Estate Level Governance will be opt-in only. This goes for many of the tools we want to deliver, as it's a fundamental belief of Linden Lab that residents should have options in these types of situations.
Currently, the way the process works is that when an avatar enters a region they receive a pop-up notification stating that they are entering a region which is not governed by Linden Lab, and that abuse reports filed there are handled by the region owner. When an abuse report is filed...the owner or manager of the region that receives that report gets no personal information on the abuser, but only the report filed. There is a slurl link that directs the manager to the correct location of abuse and from there the estate managers are urged to use the ban and mute tools to handle the situation.
However, we really want to stress that the way abuse is handled is left up to the decision of the person handling it. Estate managers will not be expectant to handle abuse the way Linden does it, and through this, and only this....can we properly deliver the tools that everyone needs and enable more freedoms to the residents of Second Life.
There are many ways the governance team can go with this, and we want to hear your suggestions on how this team should develop tools so please let us know.
